二、招聘條件及基本待遇

(一)“駿馬計劃”人選招聘條件及基本待遇
“駿馬計劃”設A類(A1、A2、A3)崗位和B類(B1、B2)崗位,A 類崗位面向海內外高端人才,B類崗位面向海內外青年優秀拔尖人才。
1. A1崗
招聘條件:具有國際學術影響力、在所在領域獲得國內外公認的開創性成果、能引領本學科發展的戰略科學家和頂尖人才,年齡一般不超過65周歲。
待遇優渥,年薪與住房補貼面議,所屬團隊的科研和實驗室建設經費配置充足。聘期內保證博士生招生和博士后指標。兼職實行“一事一議”。
2. A2崗
招聘條件:活躍在國際學術前沿、能夠組織和承擔重大研究任務的自然科學和人文社科領域的領軍人才、海外一流大學或科研機構的教授,年齡一般不超過55周歲。
待遇優厚,按照《內蒙古大學“駿馬計劃”崗位實施辦法》確定年薪、住房補貼和科研啟動經費。聘期內保證博士生招生和博士后指標。
3. A3崗
招聘條件:取得重要研究成果的或具備成為學科領軍人才潛質的優秀青年人才。理工類入選年齡一般不超過45周歲,人文社科類入選年齡一般不超過50周歲。

4. B1崗
招聘條件:具有海內外知名高校或科研院所的博士、博士后經歷。在頂級學術期刊(理工類)或中國社會科學院AMI頂級/權威學術期刊(人文社科類)上發表系列研究成果,具有承擔國家級科研項目經歷或具備承擔國家級科研項目能力。理工類入選年齡一般不超過40周歲,人文社科類入選年齡一般不超過45周歲。
待遇優厚,按照《內蒙古大學“駿馬計劃”崗位實施辦法》確定年薪、住房補貼和科研啟動經費。聘期內保證博士生招生和博士后指標。
5. B2崗
招聘條件:具有海內外知名高校或科研院所的博士、博士后經歷。在頂級學術期刊(理工類)或中國社會科學院AMI頂級/權威學術期刊(人文社科類)上發表研究成果,具備承擔國家級科研項目能力。理工類入選年齡一般不超過35周歲,人文社科類入選年齡一般不超過40周歲。

對于上述A類、B類崗位引進人才,配偶需要就業、子女需要就讀中小學和幼兒園的,按照自治區相關人才政策規定,由學校負責協調解決。
(二)青年學術人才招聘條件及基本待遇
根據青年學術人才的科研水平和學術潛力,分為青年A類人才和青年B類人才,均為教學科研崗位。
1. A類
招聘條件:(1)具有良好教育背景,在國內外知名大學或科研機構獲得博士學位,具有博士后經歷者優先,具備成長為國家級青年人才的潛質。年齡不超過35歲。(2)具有把握學術前沿領域的能力,已經開展前瞻性研究工作,在本學科領域已取得優異成績,攻讀博士學位或博士后期間在本一級學科,以第一作者署名發表過高水平學術論文3篇以上,其中至少1篇為本學科頂級期刊論文,或AMI權威及以上期刊論文(在讀期間導師為第一作者、本人為第二作者的視同本人第一作者),對未來科研工作具有獨創性構想,具備承擔國家科研任務、做出高水平創新性成果的能力和水平。(3)熱愛高等教育工作,具有主講本科生與研究生課程的能力。
2. B類
招聘條件:(1)具有良好教育背景,在國內外知名大學或科研機構獲得博士學位,或具有博士后經歷,具備成長為優秀學術人才的潛質。年齡原則上在35歲以下;特別優秀或人才緊缺的學科領域年齡可放寬至38周歲(含)。(2)能夠掌握學術領域的最新動態,學術上嶄露頭角,在本學科領域已取得優異的學術成果(攻讀博士學位或博士后期間在本一級學科,以第一作者署名發表過高水平學術論文2篇以上,或相當水平的其它科研或服務成果),對未來科研工作具有創新性構想,具備承擔國家科研任務、做出高水平創新性成果的能力和水平。(3)熱愛高等教育工作,具有主講本科生與研究生課程的能力。

2.用人單位在對應聘者材料進行初審的基礎上確定進入考查范圍人員名單,采取面試、學術答辯、課程試講等方式對應聘者進行考查和評價,采取查閱檔案、函調、談話、走訪等方式對應聘者思想政治素質、學風(師德師風)進行考察,研究確定擬引進人員名單及引進層次。學校組織專家對各單位擬引進人選進行評審,給出學校擬引進人員名單及引進層次評審意見。學校黨委會根據用人單位的考察意見、學校專家組的評審意見,研究確定引進人員名單及引進層次。

Inner Mongolia University (IMU) is located in Hohhot, the capital city of Inner Mongolia Autonomous Region, a famous historic and cultural city. It is a two-hour high-speed train ride from Beijing to Hohhot. Established in 1957, IMU is the first comprehensive university in China’s ethnic minority regions after the founding of the People’s Republic of China. Mr. Ulanhu, the then Vice Premier of the State Council and the Governor of Inner Mongolia Autonomous Region, served as the first President of IMU. IMU was approved to enroll postgraduate students in 1962, designated as a key university in China in 1978, authorized to confer doctoral degrees in 1984, included into Project 211 for the building of key universities in 1997, incorporated into the state program for building one high-level university in each of the provinces in the Midwestern Region in 2012, selected as one of the universities in China for First-Class Discipline Construction Initiative in 2017, selected for co-sponsorship by the Ministry of Education and the People’s Government of Inner Mongolia Autonomous Region in 2018, and chosen for the second round of the State’s Double First-Class Program in 2022.

2. Qualification and Benefits

2.1 Qualification and remunerations for talents under the Steed Plan
The Steed Plan includes Post A positions (A1, A2, A3) for both leading talents and Post B positions (B1, B2) for top-notch young talents at home and abroad.
Post A1 Positions
Qualifications: Strategic scientists and top-notch talents with international academic influence, recognized at home and abroad for pioneering achievements in their respective fields, and capable of leading the development of their specific disciplines, normally aged below 65.
IMU offers generous terms for scholars recruited during the employment period, including bounteous benefits, an annual salary and housing subsidies open to negotiation, and adequate scientific research and laboratory construction funds allocated to the team. IMU ensures the enrollment of doctoral students and postdoctoral researchers during the employment period. Part-time arrangements are subject to discussion over each matter.
Post A2 positions
Qualifications: Leading talents in the fields of natural sciences and humanities and social sciences active in the international academic frontier and capable of organizing and undertaking major research tasks, and professors from first-class overseas universities or scientific research institutions, normally aged below 55.
IMU offers generous terms for scholars recruited during the employment period, including bounteous benefits, an annual salary, housing subsidy and research start-up funds determined in accordance with the Implementation Measures for the “Steed Plan” positions at IMU. IMU ensures the enrollment of doctoral students and postdoctoral researchers during the employment period.
Post A3 positions
Qualifications: Outstanding young talents with important research accomplishments or the potential to grow into leading talents in their disciplines, normally aged below 45 for talents in science and engineering, and 50 in humanities and social sciences.
IMU offers generous terms for scholars recruited during the employment period, including bounteous benefits, an annual salary and housing subsidy and research start-up funds determined in accordance with the Implementation Measures for the “Steed Plan” positions at IMU. IMU ensures the enrollment of doctoral students and postdoctoral researchers during the employment period.
Post B1 positions
Qualifications: Scholars with doctoral degrees or post-doctoral backgrounds from well-known domestic or international universities or research institutes with the publication of a series of research findings in top-level academic journals (for science and engineering) or AMI top/authoritative academic journals of the Chinese Academy of Social Sciences (for humanities and social sciences), and with the experience of participation in national-level research projects or the ability to undertake national research projects. normally aged below 40 for talents in science and engineering, and 45 in humanities and social sciences.

Post B2 positions
Qualifications: Scholars with doctoral degrees or post-doctoral backgrounds from well-known domestic or international universities or research institutes with publications in top-level academic journals (for science and engineering) or AMI top/authoritative academic journals of the Chinese Academy of Social Sciences (for humanities and social sciences), capable of undertaking national-level research projects, normally aged below 35 for talents in science and engineering and 40 in humanities and social sciences.
IMU offers generous terms for scholars recruited during the employment period, including bounteous benefits, an annual salary and housing subsidy, and research start-up funds determined in accordance with the Implementation Measures for the “Steed Plan” positions at IMU.
If the spouses of talents recruited for the above Post A and B positions need employment or if their children need to attend preschool, primary, or secondary school, IMU will coordinate and make proper arrangements in accordance with relevant provisions of Measures for Talents in the Inner Mongolia Autonomous Region.
2.2 Qualifications and benefits for young academic talents
Based on the research level and academic potential of young academic talents, they are divided into young post A talents and young post B talents. Both are teaching and research positions.
Post A positions
Qualifications: (1) Scholars with an outstanding educational background, doctoral degrees conferred by renowned universities or scientific research institutes in China or abroad, and candidates with postdoctoral experience are preferred. Potentials for becoming nation-level academic talents, aged no older than 35 (inclusive). (2) Scholars with the ability to grasp the cutting-edge academic fields, conduct forward-looking research, and achieve outstanding results in the field of study, having published at least 3 high-level academic papers as the lead author while pursuing a doctoral degree or postdoctoral fellowship in the same discipline, with at least 1 of them being published in a top-tier journal of the discipline, or in AMI authoritative or above journals (publications where the supervisor is the lead author and oneself is the second author are considered the same as being the lead author). They should have original ideas for future research work and possess the ability to undertake national scientific research tasks and produce high-level innovative results. (3) Scholars with enthusiasm in higher education and capacity to teach undergraduate and postgraduate students.
Post B positions
Qualifications: (1) Scholars with an outstanding educational background, doctoral degrees conferred by renowned universities or scientific research institutes in China or abroad or post-doctoral experiences, with potential to becoming outstanding academic talents, aged no older than 35 or 38 (inclusive) for particularly outstanding talents or fields in scarcity of talents. (2) Scholars with capacity of grasping academic forefront fields, outstanding academic research capacity, outstanding academic achievements in their fields (with at least two high-level academic theses in their disciplines published while studying for their doctoral degrees or during their post-doctoral period or other research or service achievements of equivalent level), innovative vision for future research and the capacity and competence to undertake scientific research tasks of the country and produce high-level innovative achievements. (3) Scholars with enthusiasm for higher education and capacity to teach undergraduate and postgraduate students.

3. Procedure and Green Channel
3.1 Procedures
3.1.1 Applicants can either apply by themselves or be recommended by experts, and they are kindly requested to send their documents (including their resumes) to the specific college, institute, or center, dial the contact number and simultaneously CC to the Talents Affairs Office of IMU at rcb@imu.edu.cn and the Personnel Division of IMU at ndszk@imu.edu.cn, with emails subject entitled “Talents Recruitment + Name of Discipline +Applicant’s Name+91boshi.net”.
3.1.2 Based on a preliminary review of the applicants’ materials, the relevant colleges concerned will determine the list of applicants eligible for the examination, and will evaluate the applicants by means of interviews, academic defense, and trial course lectures. The ideological and political quality and study style (teacher’s ethics) of the applicants shall be assessed through archive examining, correspondence survey, interviewing, visits, etc. before the list of applicants to be employed and posts to be assigned is decided. IMU authorities will organize experts to evaluate the candidates to be introduced, and give the list of the applicants to be introduced and evaluation opinions on the posts to be assigned. The IMU Party Committee will determine the list of talents to be introduced and the posts to be assigned based on the inspection opinions of the colleges concerned and the evaluation opinions of the IMU Board of Experts.
3.2 Green Channel
For special talents in urgent need, IMU will open up a green channel, and implement a differentiated and flexible talent policy of “individual policies for individual cases and individual talents” in terms of salary, scientific research start-up funds, housing allowance and scientific research conditions.
